When you want mixed groups without cliques—PE, debates, labs—or when you need random breakout groups in a meeting.
Examples
Eight people into two teams → four each. Seven into three teams → one team may have three and the others two.

This only randomizes; it does not balance skill. Use extra rules if skill matters.
